UTILITY HISTORYBalch Springs water: Dallas water from Lake Ray Hubbard
The city's 2025 water quality report says Balch Springs buys treated surface water from Dallas Water Utilities and names Lake Ray Hubbard, on the East Fork of the Trinity River, as the source. Dallas began building that dam on June 13, 1964, closed it in September 1967 and started filling the lake on December 1, 1968. Originally called Forney Lake, the reservoir is owned by the City of Dallas and run by Dallas Water Utilities for water supply, flood control and recreation. Dallas itself has operated a public water system since 1881.
