UTILITY HISTORYHeath water: Lavon Lake water by way of Rockwall
Heath does not treat its own water. Its 2025 report says the city buys treated surface water from the City of Rockwall, which in turn buys from the North Texas Municipal Water District, drawing on Lavon Lake in Collin County. Rockwall was one of the ten original member cities when the district was created in 1951, and the district's first water treatment plant began operating in 1956. Lavon Lake, a U.S. Army Corps of Engineers reservoir on the East Fork of the Trinity River, was begun in January 1948 and completed in early 1953.
