UTILITY HISTORYMilligan WSC: Lavon Lake water by way of Wylie
The City of Lowry Crossing does not run a water utility of its own; the city's services page names Milligan Water Supply as the provider. Milligan is a water supply corporation with offices on South Bridgefarmer Road in McKinney. Its 2025 report lists one source, surface water bought from the North Texas Municipal Water District and treated at the district's Wylie plants, which draw on Lavon Lake. The district was created in 1951; Congress had authorized Lavon Lake in 1945, and building began in 1948. Milligan's report notes that the Wylie plants meet the requirements of the state's voluntary Source Water Protection Program.
